Configure the policy value for Computer Configuration -> Administrative Templates -> Windows Components -> Desktop Gadgets - > "Turn Off user-installed desktop gadgets" to "Enabled".

To turn off Desktop Gadgets completely, configure the policy value for Computer Configuration -> Administrative Templates -> Windows Components -> Desktop Gadgets -> "Turn off desktop gadgets" to "Enabled".
